Your configuration is very similar to mine, except
that I use virtual_transport in the last step.
Do you see the DSPAM headers in delivered mails?
If so, then maybe you should review your dspam configuration: for
example 

> Preference "spamAction=quarantine"
> Preference "spamAction=tag"

are in contrast, I think, unless your user override them.
