As far I know the headers are not sent with the mail when you forward it. Only
if you redirect the message but not if you forward it. So the signature must
bee somewhere where DSPAM can read it when you forward the message and the body
is a good place for that.
Depends on the mail client. Outlook is a client that forwards emails
inline by default, meaning the headers are not included. It can be set
to forward messages using attachments.
