It shouldn't work unless your admin has changed this section of the
dplus.conf file to read like this:

[adminusers]
# admin users may link/unlink the gateway and do both tx and rx
# and have no idle timeout
# pins are limited to 8 numeric characters
# if no pin is specified then none will be required for the user
# use an * in the callsign field as a wildcard allowing everyone
#CALLSIGN;PIN
*;

If they don't put the * there, it's only supposed to take commands from
the callsigns listed.

What you are more likely seeing is the callsign routes are data, and
data is not error corrected.

If your authorized admin sends a command, and then a "noisy" user keys
up, the system will see the same command again... because the D-STAR
repeater controller treats new noisy transmissions (who's voices sound
perfect due to error correction, but their data/callsign info is
corrupted) as a continuation of the last transmission, and dplus sees
the same command again in a new packet stream.

I will still give your idea a try, but I will make sure I'm in perfect
data coverage before trying it. The behavior of the controller messes
with testing this if you're in a fringe data, but solid voice, coverage
area.
