The 23 CM repeater uses 2, ID1 Radios.  No VOCODER.....that is why
there is no mic/speaker attachment to the repeater.  No Mic Amp,
emphasis / deviation limiter for AF.  You can key the TX by applying
+3.0 VDC to the TXE lead (disconnect controller FIRST or diode OR). 
Also no license fees to AMBE.

On the receiver you can tap the discriminator to listen to demodulated
FM if you apply such to the antenna port - easy way to check for
receiver desense.

I suspect the UHF and VHF are modified ID-800 but I really cannot
remember - I have a VHF on the floor at the shop - might open it up
next week. 

Comment - The repeaters could be much better in quality, selectivity,
adjacent channel rejection, IMD, etc - they would also be MUCH more
expensive - we quickly forget how a MA/COM M3 or Motorola Station (not
a hacked mobile radio) can scare $10,000.00 USD.
