Hi Ray, May be totally wrong, but think you may be flogging a dead horse as none of the radios I have seen of late from the USA have the 1750Hz toneburst facility even included. Even an ancient FT208A I have does not have this facility either! Unless your radio was a European model believe you may be wasting your time. You need an answer from the USA to check the problem.
