I have solved the problem using the 92AD with Drats.
1.  I had the baud rate set wrong.  I had been using Drats with  my ID-800H 
and it uses 9600 and the 92AD uses 38.
 
2.  I did  have GPS off 
 
3.  When using the rubber duck antenna it caused some RFI problems  with my 
USB/Serial adapter and when I used an external antenna that problem went  away.
