David, I don't personally have any experience with that radio, but this list is specifically "tuned" towards discussion of D-Star, a digital mode made available by Icom for 2 meters (140ish MHz), 70cm (430-440ish MHz) and 23cm (1.2GHz). Most of us are hams, and we'd be glad to help - but we may not know very much outside of the lists' focus.
The radio you mentioned (after looking up specs) is for 10 meters, and it appears also will work on "11 meters" (what most hams refer to citizen's band, or CB as). In its CB mode no license is required. For the 10m part however, Technicians don't have many privileges, but General and Amateur Extra (the next two levels) have much more allocated to them. (See http://www.arrl.org/FandES/field/regulations/Hambands_color.pdf - you'll be concerned with the bottom-most line in most cases, look for a 'T' and that will show you where you can transmit) Technicians have full privileges on all bands above 50MHz - so 6 meters and above. I'd venture to say the vast majority of new hams begin on 2 meters, that's where most of the general conversation is taking place. It all depends on what you plan to use your amateur radio license for - if you have friends who are hams, and they prefer certain bands, to a degree that will influence what radio to get. If not, then deciding is much more complicated. If you have any more questions just let us know, there's a tremendous amount of amateur radio experience here. But don't think anything of it if people reply directly instead of through this list, since it's "technically" off-topic, but noone will get bent out of shape about it - we all started out in hamdom somewhere between today and 90 years ago (with no offense to those OM who may have even more, if that's possible!) and had the same questions.
