The good news is that they're not going to be able to be heard unless they buy D-Star gear...are they going to want to spend money? In any event, all you ahve to do is use one of the coded squelch options on your user radios, and let it be known among the group who's allowed to use the system - and poof, the jammer can't be heard. He can still cause interference, but that's it.
