The UR for callsign routing to a specific repeater needs to be preceeded with a "/" character, if that's what you're going for.
An individual (person's) callsign doesn't need that. For example, "WY0X". You should get a UR? back from the repeater if your callsign routes work. If not, you'll get an RPT?
