If you are hearing a "distant" repeater, then someone has used the linking command to connect your local repeater to a distant repeater or, more likely, a reflector which is connected to multiple repeaters. It is common practice for many repeaters to maintain a full time link to a reflector. Reflector 1 Port C is a very common destination for US, UK, and Canadian linking - as I write this there are 17 repeaters linked to 1C. Any transmission on any of the repeaters is heard on all of the repeaters.
