Is the gateway software something I would need to purchase? Source?

I have a Gigabit router that I can manage vlans on. I also have a few
PCs not in use that exced the minimum requirements.

I appreciate your help.

Yes (P4 class at 2.4 Ghz.+, 1GB RAM, 10GB Disk, Dual Ethernet), as well
as a router that can handle Class-A addressing (10.x.x.x/8) on the LAN
side. Several options including the MikroTik routers
