SKIP skips a channel when scanning memories. PSKIP skips a channel when scanning memories AND a programmed scan.
A program scan is when you scan in between the programmed edge frequencies. A programmed scan starts at one frequency and goes in a direction and the specified step size till it hits one limit and then start at the other frequency. A memory scan scans the frequencies in memories and no others. A PSKIP would definitely be used if there is a birdie that you don't want the scanner to stop on.
