Typically ARRL gets their data from regional frequency coordinators, and unfortunately, in many areas, DStar repeaters have been unable to get coordinations yet. So they monitor various frequencies and when they find a pair that is not being used, they set up there while waiting for an official coordination. Hence, those repeaters typically won't show up in the ARRL Directory.
