The D-STAR International Radio Club has run D-STAR on frequencies
below 10 meters. (See: http://www.ustream.tv/recorded/3050842)
As I read the FCC regs, D-STAR should be legal on HF (modulation index
0.5, bandwidth approximately the same of an AM voice signal).
I guess the challenge is also making sure you are not operating a
"repeater" but using some of the Dongle to GMSK modes (software or
hardware) could be interesting.
Calling on 145.67 for 2 meters simplex would seem a natural way to go
for D-STAR during field day.

Or perhaps more so on 10 meters. I think that is FCC/IARU legal but
don't know for sure.
