Them there are small counties -- see:

Covering a county is largely a function of the geography.  In Utah and 
Colorado, antenna supports for a given repeater are often 4000' or more HAAT 
and cover many counties. KF6RAL in Salt Lake City probably blankets most of 5-6 
counties, some quite large, and touches more.
