Which DVTool Version are you using? If its the Java version you may
want to switch to the compiled versions at http://opendstar.org/tools/

For a repeater, you can go with the Icom solution, a DVAR Hotspot, or
G4ULF's coming Icom G2 compatible code with a repurposed repeater (Ala
