I am processing the IP clearance for a code donation
to the Commons TLP; "commons-flatfile." I am somewhat
confused by the requirement to apply the "Licensed to
the Apache Software Foundation" headers to the code
_before_ the IP clearance template is considered to
have been filled out. The very act of applying the
headers will invalidate the checksums; what is the
procedure I am supposed to implement here? I.e.
"where" do I apply the headers?
