What is being suggested is typically used by net cafe's that are run by service providers. That is, you buy a "internet usage card" that gives u a username and password.

Then you can walk into any of their shops or use their WiFi connectivity at airport/hotels/etc.

Typically what happens is when u fire up your browser and put in any url, it leads to their local page that then authenticates you and let's you go online. This mechanism is also used to track the number of hours of usage by a particular account.

So, while you want all url's to point to a certain page for the first time, you then want to allow traffic to go through to the internet post authentication.

Sounds like setting the browser home page would be the best thing.

Users will get fed up if they end up being forced to the policy page
every time they type in a url.
