This is because you need libdvdcss which nobody will ship.
I usually download my own xine packages from http://packman.links2linux.org/
I get libxine, speex, w32codec and xine-ui. The libxine page will also tell you about package dependencies. Apparently you can use this site (or a partner site) as an install source, bit I've never done this.
You can also download a script that will automate the building of the libdvdcss rpm package for you - very helpfull!

Thanks mate, I got the DVD playback working by installing these packages:
libxine1-1.1.2cvs-060514.i586.rpm
xine-ui-0.99.4cvs-051003.i586.rpm
libdvdcss-1.2.8-2.network.i386.rpm failed! So I used libdvdcss2-1.2.9-1.i386.rpm I had before
and ...
w32codec-0.52-1.i386.rpm
