I guess to look at this from another perspective.. if you don't have the ide-cd 
module loaded in the 
1st place.. how does the kernel know you need the device?

The kernel knows what it has drivers for, and just tries to load a driver for 
every piece of 
hardware it can see as soon as it can see it.. which I think is pretty logical.
