In Spam Assassin you can define local specific rules as well as all user rules. A users specific rules can be found in $HOME/.spamassassin/user_prefs.cf file and the general all users rules are defined in /etc/mail/spamassassin. So when your favourite moron user takes a liking to FreeBSD and decides to subscribe to questions-freebsd-request at freebsd.org but then decides to change his mind you can bounce / spam the mail list email for that user rather than the whole company, as there actually might be a user who wants to receive that particular mailing list. Brad and Sean are correct, it is a much better idea to get the user to unsubscribe from the mailing list, rather than having to define single user rules.
