Yes it is possible to use webmin from the outside by using a combination

of no-ip and ssl certificates (https) for your webmin installation. 
There's a fantastic document on no-ip by Dan (i think) in the group 
yahoo web page. Use google on reading up on webmin configuration file to 
make sure that u're using https instead of http.

>From a security point of view, considering that it's over https, others 
might find it to be ok. Personally, I prefer to keep a minimum of open 
ports facing the internet and hence prefer running webmin only on the 
internal interface and using VPN to get to it.
