I seem to recall having extreme difficulty at one point trying to stuff GRE
through a cellpipe.
I can say that udp based vpn's like openvpn, cisco in udp mode and CIPE all
work brilliantly with
the cellpipe.
PPTP was a problem from memory and I think I recall it pointing to a GRE
passthrough issue. (was 3
years ago mind you)
