I'd agree with this, however I find that clicking shift-reload in firefox tends to get the cache to load a refreshed version. I run a squid proxy at home and encounter this from time to time also. I'm sure there is a nocache or expiry tag you can set in the page that will alter the cache behaviour, or serve it as a dynamic page and the cache will tend to expire it quickly. I recall coming up against this years ago when I first started dabbling in html generation in cgi. (I never got past the dabbling stage really).
