Quote from the paper “Where the developer has not started construction, the buyer must forfeit 30 per cent of the purchase price.” This is not what is in the Law 9 states. Mr Mawan has confirmed that this is a mistake by the writer. Also in this article Mr Marwan states that refunds will be based on the amount of Construction completed, this to me is a very good thing This was confirmed by Mr.Rakesh one of the most active member of Dubai property investors group.
