Yes, you can test a power adapter with a multimeter, but it's not as
straightforward as just connecting it directly to the adapter.

It may well show that it's supplying the correct voltage and/or current,
but what really matters is if it's supplying the required voltage and
current under load.

So you'd need to put a suitable dummy load in series with the PSU and
multimeter.
