Dear Mai,
I think the reason is simply that no one had the need to implement it
yet. There is a related task in our bug-tracking system: FS#306 - Unify
and generalize diffusive fluxes. This task deals with a unified
implementation of diffusion. Maybe it is a good idea to extend it to
dispersion as well. This would require a general implementation of
dispersion for all models.
Currently dispersion only works correctly for the box-method not the
cell centered method, see task: FS#320 -Implementation of dispersion in
1p2c not correct for cell centred disc.
