WSL only works with Windows 10. If you can't upgrade, you could also have a look at installing VirtualBox, https://www.virtualbox.org/.
A Google search reveals that the problem that you experience is due to the fact that you have Windows-style line endings in the dunecontrol script: https://www.google.com/search?q=%24%27%5Cr%27%3A+command+not+found&oq=%24%27%5Cr%27%3A+command+not+found&aqs=chrome..69i57j0l5.1054j0j8&sourceid=chrome&ie=UTF-8 I would guess that this should not happen if you clone the Dune repositories from within Cygwin. If you're not bound to it, I would recommend to use Ubuntu on a Windows Subsystem for Linux, see https://docs.microsoft.com/en-us/windows/wsl/install-win10.
