I've attached the relevant equations from the paper (DOI:

Equation (3) shows the PDE which is solved for weights psi (for this I am
currently using a modified Darcy problem) with periodic boundary
conditions. Equation (5) shows the upscaled conductivity matrix. Phi varies
locally, ks and kg are constants.
