The way I've sometimes tracked down shill bidders is by going here: 
http://cgi3.ebay.com/aw-cgi/eBayISAPI.dll?UserInformationRequest

and finding out if the seller and shill bidder(s) have the same last name
or live in the same area.  Also check to see if the seller and shill bidder(s)
have bid on each others auctions in the past.  Once you see a pattern, 
report the shilling to ebay's Safe Harbor and ebay will suspend both
the seller and shill bidders (for 30 days).
