This is exactly the FreePPP hell I was talking about!

If no one is able to furnish you with a definitive and understandable
solution to FreePPP hell,  I would suggest trashing all traces of FreePPP
(use Find file from the File menu to find all the traces) and installing
MacPPP 2.5 available at 
http://asu.info.apple.com/swupdates.nsf/artnum/n10621

Open its ConfigPPP control panel and click on the Config button and 
enter 57600, CTS&RTS (DTR), local dialup#, leave modem init
space blank. Now click authentication button and enter your user name
and password (case & space sensitive). 

Now open the TCP/IP control panel select connect via MacPPP, using
PPP server. enter 2-3 earthlink name server numbers and 2-3
corresponding Search domains (e.g. I use mindspring.com for all 3)

Now restart and click the Open
button in ConfigPPP control panel. You should dial and connect on the first
try (except between 5pm-10pm when earthlink is slow and congested)
