Let me guess each of the stripes take up exactly 1/8 of the screen and
have one good stripe in between them taking up 1/8 of the screen.  The
screen is almost certainly bad.  If the bad parts still display some 
sort of a usable image that is only tinted oddly consider yourself lucky.
I had one screen where both of these bars were so scrambled that only
about half of the screen was useable.  If you are feeling daring take the
top cover of the screen off and press gently on the back of the screen 
near the bottom of the screen and near where the stripes are.  If this
makes the screen go wild the screen is bad. If you can find some way of
applying pressure constantly you can probably sort of fix the screen, but 
it will still be intermitent.
