Wattage is the measure of the rate at which the adapter supplies
power to the machine, and is the product of current and voltage. Look on
it as the size of the hose and the water pressure; and wattage would be the
rate at which that hose at that pressure filled a container.
If the computer is consuming the whole 24 watts, then there is
nothing left for the battery recharge. It has nothing to do with the life
of either the power supply or the powerbook.
