Everyone needs to be careful about confusing watts and volts here. All the
adapters from the Duos on up to the G3s have 24v(olt) AC adapters but have a
different output for watts. Borrowing from (and adding to) an earlier post
here is the correct output for several PowerBook adapters:
According to what my adapter's say on the back:
2400c M4328 36W 24V 1.5A
Duo M7783 25W 24V 1.04A (210/230/250/270c/280)
Duo M2693 36W 24V 1.5A (280c, backwards compatible)
Duo M4174 36W 24V 1.5A (2300c, backwards compatible)
Pismo/iBook M7332 45W 24V 1.87A
1400/3400 M4895 45W 24V (AMPS NOT LISTED)
or M4896 45W 24V (AMPS NOT LISTED)
There are no 24W(att) adapters. all of them however, are 24V(olt).
Frank, the reason the Duo adapter won't charge your battery is because the
Pismo's Power Manager senses that there is not enough power to both run the
machine and charge a battery simultaneously, so it concentrates on powering
the machine. If you put it to sleep or shut it down then it would focus on
charging the battery. This shouldn't hurt the PowerBook or the AC adapter,
it just creates the inconvenience your experiencing.
Here are two excellent Tech articles from Apple regarding batteries, AC
adapters, resetting power managers, etc. I would recommend everyone bookmark
them as I have when I start to get confused about all the variations. (Note,
I gleaned the additional info above from these articles as well as a couple
others I found).

Hope this doesn't further muddle an already complex issue.
