You likely don't have the required software installed (a set of
extensions), especially if you really mean 7.5 (and not 7.5.3 or
7.5.5, which I would suggest for your machine btw).

You need:

Extensions:
Speech Manager
Macintalk 3
Macintalk 2 (optional)
MacinTalk Español Mexicano
the Voices folder with a bunch of named voices in it ("Fred", "Kathy"
and "Princess" are about the most useful)

and the Speech control panel, where you can turn all this on.

If you can't find an installer or tome for these, you might need to
grab the English Text-to-Speech (and optionally Mexican TTS) from
Apple's FTP sites. Also, if you already have older versions of these
and they're still not working with 7.5, you may need to upgrade to
the Plaintalk 1.5 software at Apple
(http://asu.info.apple.com/swupdates.nsf/artnum/n11288).

No one really knows where the safe limit lies, but those temperatures
are fine. 38 degrees is approximately body temperature for most
people; you could touch your tongue to the inside and it'd feel
neutral. But don't anyway.

The battery is hot when it's charging, not discharging, and probably
hottest when it's just about done (so if it's been lightly discharged
it'll get briefly hot before cooling down again). That's actually
precisely why there's a temperature sensor in the battery (so the
computer knows how fast and when to stop charging it).
