Given the fact that the computer recognizes the physical presence of the 
battery -- and is able to detect the specific ID as a 'known' unit, I 
would doubt that the circuitry is bad.

Next, determine whether the 0.0V reading is 'not charged' or an 'open 
circuit', by using your ohm meter to test for continuity.  If you still 
have continuity through the battery, you didn't disturb anything while 
closing the case.

Lastly, if the new cells were not charged before rebuilding the battery, 
the Duo may simply believe that you are again inserting a 'known' dead 
battery:

[1] Try resetting the Power Manager.

[2] If that fails, open the battery and charge the cells manually with 
any charger you can find or borrow.  (For this purpose, the cells can be 
connected in any combination which matches the operating voltage of the 
charger you have available.)

[3] Rebuild the pack with the charged cells; reset the Power Manager 
again; and cross your fingers.
