One trick is to create a startup floppy that has the system folder from your Disktools floppy (assuming you have one)AND the drivers for your CD drive. Then you can boot from the floppy and have access your CD drive. If you don't have the right Disktools floppy it's probably available on Apple's servers. Sorry I don't have a direct url for you. This is a very important disk to create. Mine is called "EMERGENCY STARTUP DISK".
