Cyberdog was dropped during the same period of time that the Dark Side bought up $200 million of Apple stock and twisted Apple's arm to offer Internet Explorer as it's default browser on it's System Installer CD's as it currently is. (This agreement expires in the next year or so, I think.)

So yeah, you're right. Indirectly, Microsoft paid to have the C-Dog put to sleep. . .
