This is not an uncommon question.
The battery is dead. Very dead. So dead the Power Manager cannot handle
trying to charge it and provide enough power to the Duo for it to operate
normally.
The Power Manager's job is to provide power to the Duo and keep the battery
charged. It tries to assess the need of the battery and provide accordingly.
Unfortunately when a battery is too far gone it demands much more from the
Power Manager and thus causes the Duo to shut down for lack of power.
The original owner likely taped over the battery because he didn't want to
look at a gaping hole on the front of the Duo.
