7.6.1 is the lowest version you can install on the 2400, so that's 
your answer (there may be a version of 7.6 with a specific enabler on 
some 2400 install CDs, which amounts to the same thing).

More generally you can do TCP with any version back to System 6 (with 
MacTCP). PC card support (Card & Socket Services) was added for the 
Powerbook 5300/190, so it's probably only in 7.5 unless it was first 
provided in an enabler for 7.1 (that would be the lowest).

I once set up a Mac Plus running System 6 & MacTCP off two floppy 
drives, to run the distributed.net DES (II-1) client, via a MacIP 
gateway in a gatorbox. Sadly I don't remember the exact keyrate - but 
it was impressively low. ;)

You can squeeze a workable 8.1 into that space. so 7.6.1 with Open 
Transport TCP (you can leave out the Appletalk stuff) shouldn't be 
hard.
