Means that it's a bad capacitor in the power supply. if you look at

picture of the sucker.

it's a pretty easy fix, if you're at all familiar with a soldering
Iron. The dead part is a $0.10 part from Rat Shack too. :) Replace
this thing with a new one and things are as good as new. I found
complete instructions on fixing it complete with pictures, but I
can't seem to find the URL right now.
As long as you're careful, it's not that difficult a fix. If you
can't do it yourself, it shouldn't be that difficult to find someone
with the requisite skills.
