Power Macintosh Upgrade Card part M2843LL/A For Macintosh Quadra 610, 650, 700, 800, 900, 950, Centris 610, and 650. I can't find the info on Apple site at this moment but the PowerPC 601 processor runs at double the stock CPU speed. So a Centris 610 running at 20MHz would give you a 40MHz 601. Quadra 650 at 33MHz would give you 66MHz 601. Etc. And yes, at double the overclocked speed as documented at http://violet.berkeley.edu/~schrier/mhz.html
As for pricing, I've seen these loose card go for about $100 on ebay and rarely do they come with the 610 adapter. But I can let you have it for less because I want all of the extra stuff out. So how about $75 each shipped to North America?
