I've had this problem before and it was first caused by the finder 
not being able to find the wallpaper graphic and so it seemed to be 
trying to draw the icons over it without it being there which meant 
that it took about 5 seconds to draw each icon on the desktop. 
removing the wallpaper and reselecting the file fixed the problem 
although I'd recommend a restart as well...

It also happened once when the finder got too short on memory 
(running word, quark, photoshop, explorer and netscape all 
together... a restart cured that one...
