Earthlink in Europe isn't quite the same as Earthlink here in the states. Basically Earthlink has contracted with various ISPs around Europe (and other places) to allow ELNK users to dial into and authenticate to their systems, and pass along the charges and login checks and stuff to Earthlink back in the states. This means that you can indeed use Earthlink in other places, but if something is broken or down on the other ISPs end you really have no recourse since Earthlink has no control over their stuff or operations.
I've talked to quite a few people who have used it over the past couple years, and it seems to be fine. Last time I worked with it there was an extra charge for it, so be sure to call customer service and make sure it's all set up correctly and confirm/deny the charges. It might have changed as I've been doing DSL support exclusively for a year or so now.
