Unfortunately, a IIsi isn't a great choice for an ethernet router as you can only fit one ethernet interface into it. It didn't come with ethernet onboard and the only nics (Network Interface Cards) you can use are a IIsi PDS slot card or a nubus card with the PDS-to-nubus adapter. _If _ you have or can get a scsi-to-ethernet adapter, you could get usable performance (not fast, but usable) in conjunction with one of the aformentioned nics.
Now a IIci is a different story, with 3 nubus slots and nubus nics widely available for a few dollars apiece (or free) you could put together a nice little router for very little scratch. A router needs only (hardware-wise) 8mb ram, a 40mb HD and 7.5.x, plus the nics (well, the sw router too of course.) However, my favorite choice for a cheapish router-server combo is the Quadra/Performa 630 series, it can use (at the same time) an LC slot nic _and_ a CommSlot 1 nic, _and_ it can use relatively cheap (and big) ATA HDs, OS 8.1 would let you use HFS+. Same applies to the 6200/6300 Performa/PowerMac series, if you can get one cheap or free . . .
