It is unlikely that both MBs would develop the same problem. You should plug
both suspect boards into two of your four 2400s, but use two different
internal HDs with them. The HD (that is "creating" this problem is also
suspect. Leave it OUT. Then tell us if it works. I think the "bad" HD may
have some idiosyncratic problem on its own, internally or possibly some
flaky solder joint (higher resistance) at one of its pins. It is also
possible that the I/O power board is slightly substandard. Swap it with one
of your untroubled 2400s. Let us know if any of these suggestions solve your
problem.

Try above--I feel there's a high probability that using one of the other
drives after parts swap (possibly include I/O board) will clear problem.
Make sure the I/O board is seated well on reinsertion into the lower case.
It can loosen in its seat, raising resistance at a minimum, even if the
screw is in.
