You are correct.  I guess I wasn't explicit enough.
Yes, I use my function keys.  I use the application/utility "Mac OS 9.1" 
to assign them.  I have them assigned as below.
I plan on writing applescripts for Volume up and down, and having them 
set off by F10 and F11, mute for F9.
