Both times I have rebuilt a duo battery for a 280c, I have had to reset
the power manager, as you said that you have done. I don't recall
exactly what the behavior was prior to resetting, but I do recall it
being necessary. Maybe try another more thorough reset?? i.e. disconnect
the PRAM battery for a few minutes.

Another thing I like to do when rebuilding a battery is to NOT glue the
case halves back together until I see that it performs correctly in the
duo. This is just in case I did something wrong, and also in case I
should need to test or zap individual cells. "Zap" meaning to apply a
high current for a short time, such as dumping the current from an
electrolytic capacitor to the cell. This shouldn't be required with new
cells but may be required on the cells inside a "new" duo battery, since
it would have to be a few years old by now.
