I don't think this will do anything for any currently (or previously) shipping web browsers. Unless an application actually links to a library (in which case it'll require it) it doesn't run any of the code therein. Offhand I think that library is used by the HTML help viewer in 9.x, and possibly by Sherlock (Sherlock definitely uses "URL Access"). Browsers like MSIE, iCab, etc. use their own HTML rendering engines. Upgrading 8.6 to the 9.x version is unlikely to hurt, though. You can also try other subsystems, like all of Open Transport and Remote Access.
