Have you tried the old Apple Universal CD-ROM driver or FWB CD-ROM ToolKit? You can find both at <http://www.macdrivermuseum.com>.

I have a Sony external AC/DC CD-ROM drive that works great with my PB 2400c. All you need is the normal (OS specific) Apple Extensions (Apple CD/DVD Driver) loading up on boot. Wouldn't hurt also to have APS Tools set up to install a drive at the SCSI ID port you are using for the Panasonic.
This exercise should be no trouble at all. Unlike the Windoze OS . . you DON'T need “drivers” per se, for every peripheral piece of hardware.
